The following is an overview of the Tower administration's official policy and attitudes to the various nations and peoples of the land. Individual Tower members may have their own opinions, of course, but they are expected to follow Tower policy or face in-character discipline. Each of the Ajahs may have slightly different or expanded policies towards the nations, as well. (The Greens might take a particular interest in the Borderlands, the Yellows might not have much interest in politics at all, etc.) Ajah heads are welcome to work with their members to develop Ajah policies and attitudes, and we are happy to add those to this information. The Aiel The Tower doesn't have an official (or even an unofficial) relationship with the Aiel, though it would quickly take an interest if the Aiel came over the Spine in force again. The Tower holds the typical Wetland opinion that the Aiel are quite mad. Many of the Warders respect the Aiel prowess in battle and their commitment to honour, even if they don't understand exactly what the Aiel think is honourable. At this point in time, no one in the Tower has any suspicion that the Wise Ones are Channelers (this may develop through roleplay once the Aiel are on Cuendillar). It is assumed that there are men and women born to the Aiel who have the spark inborn, as with any other people, but the Tower also assumes that these Channelers are completely untrained. RP NOTE: Aes Sedai wishing to travel to the Waste must get approval in advance from the White Tower and Aiel leadership. This allows the Aiel to arrange RP with no Wise Ones present, since the Wise Ones avoid Aes Sedai. The Almoth Plain and Toman Head Region With no central government, this region is of usually of little consequence in the global game of power, and the Tower pays it little mind, although naturally the Tower keeps a close eye on Arad Doman and Tarabon's squabbles over it. The current administration feels the people of the region should either form themselves into a nation or amalgamate into one of their neighbors to stop these endless conflicts, but it's hard to manipulate people without a central government. Aes Sedai may freely enter this region. Altara The Tower has a neutral position towards Altara. It is willing to send advisors or mediators if requested, but as Altara is not particularly powerful, it doesn't feel the need to try and control matters there, and Tower members rarely travel to Altara. At this point in time, no one in the Tower has any suspicion that there is any organized group of Channelers in Altara (this may develop through roleplay once Altara opens on Tales). Aes Sedai may freely enter Altara. Amadicia The Tower holds Amadicia in low regard, and the feeling is mutual. It is a crime for any Channeler or Tower-trained woman to even be on Amadician soil. Any Tower member who enters the country without government sanction is on his or her own, the Tower will not risk a conflict by getting officially involved. (Unofficial involvement is possible, but shouldn't be relied upon.) Andor Andor and the Tower have a long mutual history of ties and respect, and the Tower wishes to maintain that. The Tower has along standing relationship with Queen Elisia, and expects to be able to maintain public Aes Sedai advisors in Andor. Aes Sedai may freely enter Andor. Arad Doman The Tower has a neutral relationship with Arad Doman, and will send advisors or mediators there on request. Historically, the Tower has taken an active role in trying to mediate disagreements between Arad Doman and Tarabon. It has negotiated several treaties, but each was eventually broken. Aes Sedai may freely enter Arad Doman. Arafel The Tower has a good relationship with Arafel. It is happy to send advisors and mediators, or Aes Sedai and Warders to help with the Blight when it is necessary. There is currently a strained relationship between the White Tower and Arafel, as one of the Aes Sedai recently bonded a man branded as a Darkfriend by King Saevien. No proof has been provided for these allegations, and some whisper the King still grieves over the unfortunate loss of his son. Aes Sedai may freely enter Arafel. Cairhien The Tower respects Cairhien as another skilled player of Daes Dae'mar (though nowhere near as skilled, of course ;), but keeps a wary eye on Cairhienin activities. The Tower would be willing to send advisors and mediators if requested. Aes Sedai may freely enter Cairhien, and most Cairhienin nobles consider it an honor to have an Aes Sedai guest. Relations are currently strained between Cairhien and the White Tower. Regent Thad Hargraves has made something of a debauchery of a state visit by the Tower, treating the Amyrlin Seat as a mere commoner while affording a Lord Captain the honor of a ruler by allowing him to sit at a table during a Noble Council session. Only by the grace of the child heir, Nessa, have relations started to mend. Children of the Light The Children consider all Channelers Darkfriends, and may name an Aes Sedai a Darkfriend without any approval or agreement. CoL may only act on that (try to capture, attack, etc.) with the approval of the Aes Sedai. If you give that approval, you agree to roleplay any reasonable situation that occurs. You can't find yourself surrounded by CoL on an isolated road and refuse consent to be captured (if that's reasonable to the situation and abilities of those involved), you've already given consent to be actively pursued as a Darkfriend. Official Tower policy is that members of the Tower should avoid starting conflict situations with the CoL, although they can defend themselves to their fullest ability. The Tower does not want to start a war with the CoL, and being perceived as actively persecuting members of a group ostenibly dedicated to the Light could create an image problem the Tower doesn't need. ICly, members of the Tower who disobey this policy will face discipline. (OOCly, please get approval for a TP of this nature.) Known Children of the Light (meaning in uniform or known to you personally as a CoL, not just what you see in +finger) are not permitted on Tower grounds, although they're not all that likely to try. The Children have violated Tar Valon law on several occassions and have been banned from Tar Valon as a large force. However, they may travel through the city in groups of five, and no more. Ghealdan The Tower has a neutral relationship with Ghealdan, and considers it of little consequence. Aes Sedai may freely enter Ghealdan. Illian The Tower has a strained relationship with Illian. Although Tower members are not banned from Illian, most Illianers fear and despise the Tower to a great extent. Many Illianers will refuse to trade with anyone who has known connections to the Tower, and some won't even trade with Tar Valon marks. Aes Sedai may freely enter Illian, but many choose to do so incognito, and cannot expect assistance or acknowledgement from the Illian government. Some Illianer Kings accept Aes Sedai advisors, but always keep that a secret and it is not openly known. The Illuminators Guild The Tower holds a neutral stance toward the Illuminator's Guild. They recognize that the night flowers the guild produces could prove to become potentially dangerous, but as the guild closely guards their secrets the Tower does not interfere. Still, they keep a close watch on their activities. Kandor The Tower has a good relationship with Kandor. It is happy to send advisors and mediators, or Aes Sedai and Warders to help with the Blight when it is necessary. Princess Kendra of Kandor is currently studying to become an Aes Sedai at the White Tower. Aes Sedai may freely enter Kandor. Mayene The Tower has a neutral relationship with Mayene. Although it would be willing to send advisors or mediators, it realizes that this would only further strain Mayene's relationship with Tear. It's a small and relatively powerless nation, and the Tower feels no need to try and control matters there. Aes Sedai may freely enter Mayene, but should not rely on assistance or acknowledgement from the Mayene government. Murandy The Tower has a neutral relationship with Murandy, and considers it of little consequence. Aes Sedai may freely enter Murandy. The Ogier Although the Ogier have no political power (or interest in it), the Tower respects them for their wisdom and study, and wishes to maintain its good relationship with the Ogier. Ogier occasionally travel to Tar Valon to construct or repair buildings, and are always welcomed. Saldaea The Tower has a good relationship with Saldaea. It is happy to send advisors and mediators, or Aes Sedai and Warders to help with the Blight when it is necessary. Aes Sedai may freely enter Saldaea. The Sea Folk The Tower has an unusual relationship with the Sea Folk. The bulk of the Sea Folk will have nothing to do with the Aes Sedai, and never carry them on their ships. The Sea Folk send young girls to the Tower, but even as trained Aes Sedai these women will say little about their people. At this point in time, no one in the Tower has any suspicion that the Windfinders are Channelers (this may develop through roleplay as the Sea Folk become more developed on Cuendillar). Shienar Traditionally, the Tower has a good relationship with Shienar. It is happy to send advisors and mediators, or Aes Sedai and Warders to help with the Blight when it is necessary. Aes Sedai may freely enter Shienar. Tarabon The Tower has a neutral relationship with Tarabon, and will send advisors or mediators there on request. Historically, the Tower has taken an active role in trying to mediate disagreements between Arad Doman and Tarabon. It has negotiated several treaties, but each was eventually broken. Aes Sedai my freely enter Tarabon. Tar Valon In name, the Amyrlin is the ruler of Tar Valon. In practice, most matters are left to the High Ambassador and the Council s/he heads. The High Ambassador is elected by the residents of Tar Valon. The Amyrlin has final approval over their selection, but it is rare for her to disapprove someone - it has not happened since the Hundred Years War. The Council the High Ambassador heads has at least one Aes Sedai member, and may have as many as three or more. Aes Sedai also participate in the justice system, serving as judges at trials. The Warders advise the Captain of the Tar Valon Guard, and help to train the guardsmen. Tear The Tower has a strained relationship with Tear. The Tairen government would never request advisors or accept Tower mediators. The Tower strongly suspects there is a great store of angreal and ter'angreal in Tear which it would dearly love to get its hands on. Aes Sedai may freely enter Tear, but it is illegal to channel within its borders. Tear sends any girl who exhibits the ability to Channel in its country to the Tower for training. The Tuatha'an The Tower has a neutral relationship with the Tuatha'an. They are seen as a powerless people with little to offer (but causing few problems). The Tower does not understand its belief in the Way of the Leaf, but accepts it. The Tower does not require Tuatha'an Aes Sedai to give up the Way, but if such an Aes Sedai is in a position where she must choose between obeying the Tower and following the Way, she is expected to obey the Tower.
